But since public participation in matters of war and peace is a phenomenon of only the last two centuries, and only in a few states, it is not a sufficient guide to officials’ attitudes. Nor is it safe to assume that public and governmental attitudes always coincide. Attitudes do not always lead directly to actions. However, they offer rationales and justifications for the use of force.
